Keystart’s Pre-Sale Guarantee open for applications
UDIA WA has welcomed today’s announcement from the Deputy Premier Rita Saffioti that Keystart’s Pre-Sale Guarantee is now open for applications.
Directly responding to advocacy from UDIA WA, the $250 million scheme was announced in the 2026-2027 State Budget as a major initiative aimed at unlocking housing supply and choice. Helping developers meet lender pre-sale requirements, Keystart will offer a guarantee to purchase up to 50 per cent of unsold homes in apartment or townhouse developments upon completion through the scheme.
“UDIA WA has consistently highlighted the challenges of making medium and high-density projects stack up outside of premium areas under current market conditions,” UDIA WA CEO Tanya Steinbeck said. “Underwriting stock in medium and high-density projects across Perth can improve financial viability and help bring more housing options to market”.
If the homes are sold during construction, the financial commitment will lapse at no further cost to the developer. If the financial commitment is called following completion, Keystart will purchase the homes at a pre-set discounted rate on market value.
The scheme will encourage affordable housing development by requiring a portion of homes in a project to be made available to the market at prices below Keystart’s headline property price limit.
However, following feedback from UDIA WA and our Infill Development & Precinct Committee members into the final product, Keystart has taken a flexible approach to the affordability criteria under the scheme, with affordability requirements to scale up or down depending on the level of guarantee sought, as opposed to a flat requirement for 30 per cent affordable stock as originally proposed.
Outside of metropolitan areas, Keystart will guarantee up to 60 per cent of unsold homes for projects in regional WA.
UDIA WA is continuing to engage with Keystart around the low-interest mezzanine finance facility as a significant opportunity to boost the viability of medium and higher density residential projects.

Progressing enabling infrastructure
BMD Constructions have been awarded the contract to deliver a new grade-separated interchange on Tonkin Highway to improve connectivity to North Ellenbrook and Bullsbrook.
With support from State and Federal funding, works on the new single-point urban interchange between Maralla Road and Warbrook Road are expected to begin later this year and be completed by late 2028.
Identified in UDIA WA’s Growth Areas Infrastructure Requirements Report (September 2024), the enabling transport infrastructure will unlock land to support the delivery of up to approximately 26,000 dwellings across North & West Ellenbrook and Bullsbrook over the coming decades once completed.
Since the first iteration of the report, UDIA WA has continued to progress work to identify the crucial enabling infrastructure required to unlock land for housing supply in key growth corridors across the Perth and Peel Region.
A second iteration if the Perth and Peel Region Growth Corridors Infrastructure Requirements Report was released in April 2026 and the third iteration will be released shortly. Associated with this, UDIA WA will host the second Infrastructure Summit bringing together key stakeholders involved in the planning, funding and delivery of enabling infrastructure to discuss the challenges and opportunities in relation to infrastructure for housing, and share recommendations into how infrastructure can support sustainable growth across Perth.

Cardup brickworks to be recommissioned
Boosting Western Australia’s domestic brick supply, the State Government will provide Austral brickworks up to $4million to recommission the Cardup facility, with the aim of resuming operations by March 2027.
Driving strong demand for bricks, housing commencements have grown to over 24,000 homes since operations at the Cardup facility were mothballed in April 2023. Once operational, the brickworks are expected to produce and deliver 17 million maxibricks within 12 months, lifting WA’s brick supply by up to 15%.

National Updates
UDIA National Submission: Productivity Commission Interim Report – Housing Supply Regulation
UDIA National welcomes the Interim Report’s findings and strongly support the direction identified by the Productivity Commission (PC).
As outlined in previous submission and the roundtables, a planning system that rezones land but does not sequence infrastructure, imposes uncommercial built form controls, duplicates agency approvals, delays post-consent clearances, or brings forward large costs before revenue is available, will not deliver the homes we need.
The interim report also validates the principal argument in UDIA’s original submission. Housing delivery depends on a reliable pipeline from strategic land identification and zoning through infrastructure planning, statutory approvals, subdivision, servicing and title registration.
